Joaquín is an Associate of the Administrative and Regulatory Department. He is a lawyer from the University of Piura and has a specialization in Public Utilities regulation from the Supervisory Agency for Private Investment in Telecommunications (OSIPTEL). 

He has experience in administrative and regulatory matters, a practice area in which he advises on all types of administrative procedures and provides counsel on matters related to Public Utilities; municipal, real estate and urban planning issues; public procurement, sanitation, education, infrastructure projects; antitrust and competition, consumer protection and intellectual property. Furthermore, he also has experience in Corporate Law, specifically drafting contracts and corporate documents, as well as advising in bankruptcy proceedings.
